Situation

The parcel of land is directly adjoining an established built up area of Hereford on the junction of the A4103 Roman Road and the A4110 Canon Pyon Road with access on to both, as per the attached plan.

Planning

A Planning Application was made on one of the two parcels for the construction nine dwellings in 2017 under Application No. 172900. The Application was subsequently withdrawn on 6th December 2017.

The Application was supported by a range of Reports to include;

Flood Risk Assessment & Surface Water Management Plan
Tree Assessment
Transport Assessment
Landscape & Visual Impact Assessment
Ground Investigation Report

The only outstanding matter appears to be the Drainage Assessment and Report from both surface water and foul water perspective. Welsh Water have reported that they require a drainage scheme to be submitted and improved in writing by the Local Planning Authority, prior to the commencement of any development scheme. Such a scheme should provide for the disposal of foul, surface water. Welsh Water have advised that they have no objection to connecting to the mains water network for the proposed development.

All documents are available for potential purchasers to make a judgement as to the planning position.

Currently, Herefordshire Council have been unable to demonstrate a five year supply of housing land and the Neighbourhood Plan covering this area is more than two years old and therefore may be the subject of review.

Clearly a site of this size, scale and potential could, upon receipt of a Planning Consent, have an open market value at least double the guide price.
